An expert panel has knocked back plans for a major redevelopment at Catherine Hill Bay on the Hunter Coast.
Locals claimed the proposal would have destroyed the area's unique features, special significance as a heritage and environmental site, and public access to the beach and lake.
Planning Minister Frank Sartor has told 2GB's Ray Hadley the panel has asked for the plans to be changed.
"They've listed their concerns and they've also listed a series of principles that they'd like followed for the development," he said.
"They've been working on them for a couple of weeks and they will re-lodge significantly amended plans."
